Welcome to the National Best Value Benchmarking Scheme (NBVBS)
We have designed the site in conjunction with IPF to provide members with a working resource that will be continually developed to meet their needs. If you have any comments on the web site or would like to see particular areas covered then please contact us and we will try our best to meet your requirements.
An Introduction to the Scheme
The National Best Value Benchmarking Scheme (NBVBS) is a benchmarking scheme set up by the property professional societies in conjunction with CIPFA to provide a benchmarking service especially for Local Authorities.

We currently have over 100 local authority members and include comparisons with the private sector.

All our modules can now be completed "on line". This means real time benchmarking and rapid production of results.
 
NaPPMI
NaPPMI Benchmarking
We have now launched a new service benchmarking the NaPPMI indicators which are endorsed by CLG and DCSF. The new service has been developed with IPF and the Asset Management Network and for the first time gives authorities validated data for their comparisons. Our Scottish group has now been operating for over a year and we now have 20 of the 32 councils in Scotland as members. We use the FPS Scotland and NAO indicators to compare performance at three facilitated meetings per year. The group continues to work with Audit Scotland, Improvement Service and Scottish Government in the development of Property Benchmarking.

This Whole Life Procurement Proforma has been developed to assist Local Authorities and other organisations take into account whole life issues when appraising construction schemes.

The latest histograms for all the modules within the scheme have now been added to the website. These can be found in the members area
 
Working with IPF we have drawn together a range of Local PI's from a wide range of sources. The full list is available in the members section. The idea is to choose indicators which meet your particular needs at a point in time. Guidance suggests that you only measure about five Local Pi's at any time.
 
Comparisons with the benchmarks used by Private Sector in relation to architectural work can now be found within the benchmarks section

Whole life costs
The Local Government Task Force (LGTF) are now quoting the true cost of building.
If the cost of construction = 1
Design = .1
Maintenance = 5
Running and Staff = 200
The message being that time spent in getting it right in the design phase pays dividends over the life of the building.
