COPROP Benchmarking - Administrative Buildings and Elderly Persons Homes

We are pleased to enclose information regarding the latest phase of COPROP Benchmarking scheme on building performance.

As you will know building performance is a key aspect of asset management planning and is forming an increasing important part of the CPA process. As a result of this the benchmarking of building performance has taken on a new dimension. The scheme is recognised by CLG and the Audit Commission as having the necessary elements to promote greater efficiency and effectiveness in the use of property assets. As in previous years it is linked with the NBVBS scheme to provide a single benchmarking scheme which is backed by the expertise of CIPFA.

Colleagues, I am very pleased to recommend the new release of the COPROP scheme for property performance benchmarking. Working in partnership with NBVBS and IPF, performance management specialists within COPROP have revised and updated all four modules, which now incorporate online data submission and reporting.

Good performance measurement is an essential underpinning for so much of what we do. Many COPROP members have commented on the benefits of using this well-established range of surveys, both in their asset management activities and in evidencing good practice for CPA. With reports structured to allow comparisons between authorities, and between properties within your own authority, this provides an excellent tool for benchmarking property performance.

You will be aware that COPROP has taken a lead in the National Property Performance Management Initiative (NaPPMI) to improve the quality of benchmarking for these services. This is one of the first large-scale pieces of work to take advantage of the work of that group.

I know that some authorities have not previously subscribed because they have been unconvinced of the effectiveness of such activities. We have addressed such concerns in two ways:
  • improvements in defining and comparing performance as a result of the NaPPMI work, and
  • a streamlined process for inputting and reporting data
I would be delighted to see an increased take-up of this scheme amongst our members, and strongly recommend you to subscribe.

The package of modules is the same as previous years and overall costs have been retained at current levels.

Membership is for a two year period covering financial years 2005/6 and 2006/7 during which time you will receive:

March 2007 (Financial year 2005/6) Administrative Buildings EPH's
September 2007 (Financial year 2006/7) Administrative Buildings Schools
Costs are: Up to 100 schools
100 - 300 schools
300+ schools
£500 Per annum
£700 Per annum
£900 Per annum

The Administrative Buildings module can be purchased as a stand alone at £300 per annum. The input system has been completely revised and the questionnaire is now completed online. This means that results are available immediately and comparisons can be quickly made with other authorities provided information has been submitted.
