Scottish Facilitated Benchmarking
The new statutory indicators for Asset Management require authorities to measure two aspects of their Property Portfolio, Condition and Suitability.
However the guidance notes sent out with the indicators refers to the suite of local indicators produced by FPS Scotland. Discussions with Audit Scotland have suggested that authorities will need to measure these local indicators and show how they are using them to improve performance. IPF and FPS Scotland have held meetings with the Scottish Executive and Audit Scotland both of whom have confirmed that it is important for authorities to find ways of using the information they collect.
As a result of this CIPFA/IPF/FPS Scotland and NBVBS have come together and are launching an online benchmarking system with facilitated local meetings to assist authorities in using performance information to improve services.
The advantages of the new system are:
- Online benchmarking and analysis of the FPS Local Indicators giving quick and accurate comparative results against the range of authority types.
- Three facilitated meetings per year to discuss results and details
- Comparison with Scottish, English and Welsh authorities
- Access to the wide range of NBVBS (National Best Value Benchmarking Scheme) modules such as:
- Professional Services: supported by SCALA and SCQS
- Maintenance: supported by CBSS
- Property Management: supported by ACES
- Energy Management: supported by BRE
- Access to the NBVBS website
- Access to a dedicated Help Line
The cost of the new service will be £1000+vat per annum and is now available
